Halifax International Airport Authority
Joyce Carter is President and Chief Executive Officer (CEO) of Halifax International Airport Authority (HIAA), which operates, manages, and develops Halifax Stanfield International Airport (Halifax Stanfield). Joyce first joined HIAA as Vice President, Finance in 1999, after beginning her career in audit and assurance, and then later, real estate development. She became HIAA’s Chief Financial Officer in 2006, Chief Strategy Officer in 2008, and President and CEO in 2014.
Since joining HIAA, Joyce has been actively involved in Halifax Stanfield’s growth and expansion, including the long-term recapitalization of HIAA’s $700 million airport infrastructure improvement program, and oversight of HIAA’s strategic plans, 10-year capital and financial plans, and annual business plans. She also led the organization through the COVID-19 pandemic - the most challenging situation our team and industry has ever faced. Her focus now is guiding the airport and HIAA through recovery, to ensure we are well positioned to take advantage of opportunities ahead in support of regional economic development, growth, and sustainability.
Joyce is committed to supporting and advising our industry through various board memberships, including serving as: a Board Member of the Airports Council International (ACI) World Governing Board from 2017-2022; Board Member of the ACI North America Board of Directors from 2018 to 2021; current Board Member and Past Chair of Canadian Airports Council, the first woman to hold that role; and past President and current Board Member for the Atlantic Canadian Airports Association. She also sits on CUA’s Board of Directors, the Joint Regional Transportation Agency Advisory Board, My East Coast Experience Advisory Board, and is a member of the Nova Scotia Tourism Strategy Oversight Committee.
Joyce believes its critical to use her position as a women CEO to support, mentor, and inspire other women. She is a member of Women in Aviation International and Women in Aerospace Canada, participates in Young Women’s Leadership sessions, and takes part in the Royal Canadian Air Force (RCAF) Mentorship Program where she shares her knowledge and expertise with a women RCAF member for personal and professional growth.
Joyce has a Bachelor of Commerce degree from Saint Mary’s University, is a graduate of Chartered Professional Accountants Nova Scotia, and in 2012 received the Fellow Chartered Professional Accountant (FCPA) designation, the institute’s highest honour. She obtained the Institute of Corporate Directors ICD.D designation in 2015, and an Ambassador Award from Discover Halifax in 2018. Joyce was also named one of Atlantic Canada’s Top 50 CEOs by Atlantic Business Magazine four years in a row, from 2017 to 2020, and Gold Winner of Business Leader of the Year by the Halifax Chamber of Commerce in 2019.
